Project Overview

This assignment supported the establishment of a fully operational Public Health Emergency Operations Centre (PHEOC) in Montenegro, with particular focus on the information systems and data management functions required for effective emergency preparedness, response, and recovery. The work addressed the mapping of information flows, definition of integration requirements, alignment with EU data management frameworks, and specification of ICT and system requirements for the future PHEOC.

Syndesis Contribution

  • Supported the mapping of information systems and information flows using the WHO EURO ERIMS assessment approach
  • Documented integration points and data-sharing requirements for the future PHEOC
  • Defined data management standards and procedures aligned with the EU legislative framework
  • Contributed to the specification of hardware and software requirements for the PHEOC system
  • Supported the development of recommendations through consultation with national stakeholders, WHO ICT experts, and EUD
